Er...ok *LOL* it would probably take me ages to learn...it took me 2 weeks to learn how to make good blends with GIMP...

but you can learn from spareoom.net (it shows you how to make moving avvies and screen capturing)

it depends on what version you buy. some photoshop programs i have seen (photoshop element 5, for example) can be around $90-$120..
