Photofiltre has lots of neat effects and designs.
Photobie allows you to make blends and animations.

I usually have Photofiltre and Photobie open at the same time when I'm making a banner, etc...

A neat site you can also try is www.mytheme.com - it has a lot of image effects and you can do animations there, too.
www.pxn8.com is a nice, simpler online image editor.
