I already answered her quote. I posted a quote and it wasn't answered.

It was Denethor. He said it to justify his decision to send troops to Osgiliath when it was overrun with orcs. (However, Aragorn was part of a similar conversation with Theoden. His quote was 'open war is upon you, wether you risk it or not.')
Faramir in RotK? And that's a complete shot in the dark because I don't remember ANY quote from the books.
