You have to go almost to the bottom.

Hi! Welcome to the forum! So for a profile picture you click on "Quick Links" on the top of the page, go down and click on "Edit Signature" on the left side of the screen there will be a panel that says "Your Control Panel" find "Edit Profile Picture", then you can pick to use a url or pick one from your computer. When you have the picture that you want click "Save Changes" and there you go. Now for and Avatar you have to have posted 10 times before you can have one but I don't know if that goes for profile pictures also.
