Well, sometimes train tracks have to go through roads, so the crossing bars would go down to prevent people from crossing over so that the train can get through.

Must not be the thing in England, then, or you just don't have any in your area. I live just down the street from 2 tracks like that, -_- and my high school is located directly behind the tracks, so I see trains go by everyday.

There's underpasses for trains here too, but sometimes the road isn't good enough for that, so they put them through the road.
