Why does the White Witch have icicles sticking out of her head?

i thought that it was just a ice crown and did u know that she was alwys wearing the same dress except it kept on getting darker i didnt!!!!, until i saw it for the 3rd time but i have seen it about 10 times its a movie u cant get bored of and it is addictive!!!!
