Photoshop is indeed expensive. You can try Paintshop Pro. It is less expensive than Photoshop.

Yes. You can make banners etc in Paintshop pro and with animation shop 3 you can make moving avatars and siggys etc.

I use photoshop for making banners and paintshop for making moving avatars. But I believe it should be possible.
Does your friend use photoshop?

With paintshop it is more difficult. Photoshop has a lasso tool which I use often.
But does your friend have Photoshop? I know how it works. So, I can help
