Evershift, the super-villain who was now the evil scientist's employer, was a master manipulator of minds; he could not READ minds, but he was immune to other people reading his, and he could usually make people believe what he wanted them to believe. The way he was financing Professor Pang's anti-superhero experiments was that he had lied his way onto a military base, convincing all the soldiers that Al-Qaeda was now America's closest ally and needed to be supplied with American weapons. The mind-controlled soldiers had handed all sorts of weapons over to him, and he had sold these to the terrorists--while at the same time influencing THEIR minds so they would never wish to attack him or his henchmen.
OOC: Hannah, Pang has a cunning cover identity, as a seller of athletic gear for whom Boom-Boom is a customer. Tell her that; the fake identity will appear to check out.
