Both. Because while many will deny it, they are in fact one and the same. However, "dragons" is a broad term referring to any of three basic categories: pterosaurs (flying dragons), dinosaurs (land dwelling dragons), and pliosaurs and plesiosaurs (marine dwelling dragons). This is how the founders of paleontology such as Sir Richard Owen chose to categorize the many species of dragons that were being discovered through fossils. The belief that dragons "don't exist" was a later development than we think.
