Go to a member's profile, click on the "statistics" tab, go down to where it says "User Notes", click on "Post a User Note".

i don't think he will, because this forum is not about competition, and most people agree that it's better not to have them.
That feature was causing more problems than it was solving. It was simply useless in this kind of forum, and opened the potential for abuse.

If a mod permamently bans someone, but then finds out it was the wrong person, can that person be unbanned?
Yes. Even a permanent ban can be reversed. The only thing that can't is a member deletion - but we only do that for spam "members" who aren't members at all.
