That's Emeth to Shift, telling him to swear whether Aslan and Tash are really the same. (I named both a cat and a goat after Emeth; I named them Emeth-York, actually. I liked the name so much I had to use it twice, though it's a little confusing to have two animals named the same thing at the same time! )

That would be Puddleglum in Underworld, commenting on the Witch's lamps.
