Doesn't it mean that whoever demands parley they are not to be harmed until the parley is complete? Sorry, took that from Elizabeth's line. I don't know what the exact definition of it is.
 
Parley is Pirate's Code and it means that no person who pleas parley is to be harmed until the person has been taking to the Captain and spoke with him. :)

Wait...What?? Thats not what they said in the movie....one of them was his obsession with treasure...he commedeered a ship....I can't remember the others. The 2nd movie hasn't come out yet....

His love for Elizabeth was the only reason he went with Jack to rescue her; Jack accused him of being obsessed with treasure. "And you're completely obsessed with treasure." (Jack) (Will) "That's not true. I am not obsessed with treasure!" (Jack) "Not all treasure is silver and gold, mate." The answer is because the natives on the island were cannibals, and they were going to eat him. If you've seen the clips on Jay Leno, and other late night talk shows, you'd see. Your turn.

EDIT: The "Not all treasure is silver and gold, mate" line was talking about Will being obsessed with Elizabeth, not silver and gold: typical pirates booty.

I think he was picked up by rum-runners and he bartered passage off. Question: How many times was the lines "That's interesting" said by Jack?
