I tried to reply yesterday but got a database error. Anyway:
Nowhere is said Clara is a Gallifreyan. Neither has it been shown her as a timelady. And because she has been born a couple of times and not regenerated I don't think this is the case. That evil guy went into the Doctor's own timeline to undo everything the Doctor did. Clara went inside as well to save the Doctor's life. Because of this she was shattered into million pieces and followed the Doctor's line everywhere she went. Making sure he would make the right choice so all evil done to him would be undone again and everything would go as it should go. And because of this Clara was not being able to come back so the Doctor had to go into his own timeline to save her what he did.

I think it was fairly well explained that what happened with Clara was that when she entered The Doctors timeline she created `echos` of herself that were born, lived and died as people in the usual way (two of which we`ve already met) throughout time but who existed only to intervene in the Doctors life at key points.
Now one of these `echos` that we actually see appears to be the Gallifrayan technician that tells the first Doctor and his grandaughter Susan that they shouldn`t take the Tardis they originally intend to since its dangerous but rather the next one in line which has a "knackered" guidence system but otherwise OK!
So this version, while not a Tme Lord was clearly of Gallifrayan origin.
Now, the question is how much of the various `echos` memories does the `real` Clara retain now that she`s re-integrated and will we run into further `echos` further up The Doctors timeline?
