The Water Rat in The Last Battle is one of the smaller figures caught inside Shift’s manipulated obedience. He pilots a raft of talking trees downriver to the Calormenes, an action that shocks Tirian and Jewel because it shows how deeply deception has spread.
That is what makes the character worth noting. The Water Rat is not a villain in the grand sense. He is an example of a good order being twisted through false authority and fear.
